标准化领域的国家级研究机构是西门子长期重要的合作伙伴。双方在数字化转型和可持续发展方面有高度共识，希望在原有合作基础上充分利用各自优势与资源，推动数字技术融合与应用，共同助力双碳目标实现。

早在1996年，西门子股份公司向当时的国家技术监督局赠送了全套现行企业标准，开启了双方的交流和对话。1997年，双方签署首个合作备忘录，正式建立了合作关系。二十多年来五次续签备忘录，在节能减排和资源利用、标准化教育服务和策略研究、智能城市和信息技术、社区可持续发展等多个重点领域开展了务实合作。

The two sides have a high degree of consensus on digital transformation and sustainable development, and hope to make full use of their respective advantages and resources on the basis of the original cooperation, promote the integration and application of digital technologies, and jointly contribute to the realization of the dual carbon goal.

At the subsequent cooperation and exchange meeting, experts from both sides shared the cutting-edge trends and recent work progress of standardization research in key areas such as energy conservation and carbon reduction, resources and environment, standardization strategy and policy research, standard digitization, and food factory digitization, and formulated work plans that can be implemented.

As early as 1996, Siemens AG presented a full set of current enterprise standards to the then State Bureau of Technical Supervision, opening exchanges and dialogue between the two sides. In 1997, the two sides signed the first memorandum of cooperation and formally established the cooperative relationship. The mou has been renewed five times in more than 20 years, and practical cooperation has been carried out in several key areas, such as energy conservation, emission reduction and resource utilization, standardized education services and strategic research, smart cities and information technology, and sustainable community development.
